Schools Disaster Prevention Program

In a bid to operationalize SDPP, ICDC has embarked on a resource mobilization campaign to generate funds to facilitate a series of activities that will ensure a disaster secure community. SDPP in particular is a project that was carefully vetted and approved by the ICDC Resource Mobilization and Advisory Committee (REMAC) which also doubles as the Governing Body. The Program intends to counter disasters in schools as highlighted in the in next paragraphs.

Introduction

Uganda being a third world country has paid little or no attention to atrocities caused by lightning, and fire specifically in schools. Humans, buildings, other properties, and the environment suffer fatal destruction upon occurrence of such events. On 28th June 2011, 18 students were killed and 50 injured in Runyanya Primary school in Kiryandongo district. 15 girls and 3 boys died instantly. In the same month, 21 pupils from Paidha Role Model Primary School in Zombo district received burns after they had been struck by lightning. In only 2 years of 2012 and 2013, Uganda lost 205 primary school pupils to lightening, 160 in 2014, and over 30 in one Iganga district in 2015.

Several schools like Kabalega SSS in Masindi, Buddo primary in Kampala, and others have been faced with fire incidents that resulted in loss of property and lives. Kabelega sss with over 1500 students faced fire twice. In 2010, one of the biggest dormitories called Bikunya was burnt. Though no life was lost, all the student properties were lost with fatal injuries faced. The previous fire incident that happened in the same school left the whole Laboratory burnt to ashes. This was the biggest Laboratory in the region. 19 girls were reported dead and 2 adults in Buddo school fire in 2008. Last year 2015, Nyendo Modern Primary School lost a female pupil and property when fire gutted one of its dormitories.

How Lightning has claimed lives of pupils in Uganda. ICDC believes this can be eradicated as it is in many other countries.
  • On 29th of September 2017, 16 pupils were struck to death by lightning in Hoima district, click here for more details. This causes Trauma to the families and the rest of the children left in the schools. Need for psycho-social support to these children to feel they are in a secure and safe environment.
  • In June 2011, we saw a teacher and 18 children killed by lightning and several others (38 in total) injured in Kiryandongo district. Click here for more details. BBC also pointed out this in their article. Click here.

  • Uganda is rated as one of the countries with the highest deaths resulting from lightning. This happens every year and no campaigns or interventions have been established to curb and eradicate this disaster that shocks parents, teachers, and fellow children. How Fire has destroyed properties and claimed lives of pupils in Uganda. Though Fire outbreak may not be completely eradicated, ICDC believes the damages can be minimised or even stopped.
  • A 6- year old girl was killed when the dormitory caught fire at Kalagala Junior School in Luwero District on the 24th of February 2017. Several other properties were destroyed and school temporarily closed. Click here for more details.
  • Mother Majeri Primary School in Kirinya, Bweyogerere also caught fire on 24th April 2017 and properties in the boys dormitory were destroyed. Thankfully, no life was lost. reference article here.
  • On 31st March 2016, Umar BA Islamic Centre school dormitory caught fire in Mukono District, and properties worth millions were lost. This dormitory housed 200 boys. Thankfully, there was death reported. Find the reference article by clicking here.

  • In June 2015, it was reported that over 900 fire outbreaks occurred in a single year in the whole country. This amount to a loss of close to 30bn UGX. Find more details in this article.

SDPP Core Thematic Areas and Definition of the Problem

SDPP core areas of intervention in schools include: LIGHTNING, FIRE, AND TB-SPREAD. No such interventions have occurred before yet their occurrences result in loss of lives and property. The project intends to build a strong mindset towards disaster prevention, and relief strategies in schools right from the young generation.

Objectives of SDPP

SDPP operationalization will be guided by the following objectives

  • Minimize fatalities caused by lightning to reduce loss of lives.
  • Instill fire safety measures and fighting skills amongst students in schools
  • Impact the environment by planting trees in the due course.
  • Counter TB-Spread amongst students in the selected schools.

ICDC and specific SDPP implementation targets include the following;

Lightning Intervention Core Targets
  • Plant at least 200 trees in and around every selected school
  • Installation of at least 2 lightning conductors(arrestors) to every building of every selected school
  • Conduct quarterly sensitizations on Environmental Conservation in all the selected schools. On average, 4 sensitization sessions per school per year.
  • Select and recruit 2 Student representatives per school as SDPP volunteers.
  • Recruit ICDC scouts for emergency response
Fire Intervention Core Targets
  • Conduct quarterly sensitizations on FIRE FIGHTING by fire experts in every selected school. On average, 4 sensitization sessions per school per year.
  • Installation of fire extinguishers in all the buildings like dormitories, libraries, Laboratories, etc. and perform necessary training on how to use them.
  • Installation of smoke detectors and fire alarms.
  • Recruit ICDC scouts for emergency response
TB Intervention Core Targets
  • Conduct awareness campaign on TB-Spread 5 times a year per school
  • Conduct TB-Screening to identify Latent TB and TB-infected students per term per school.
  • Offer TB-Treatment to infected students
  • Conduct TB-Screening in families of the infected students

ICDC has embarked on the process of identifying at least six (6) schools in the Albertine region to embark on the operationalization of SDPP in the country under ICDC-Bunyoro Chapter that spans all districts that constitute Bunyoro.

The budget herein below covers the amount required to facilitate this exercise.

Budget Justification

As a growing humanitarian organization, ICDC has not yet acquired its own vehicles and thus the need for hiring a strong field vehicle that will be used to ensure our field officers are safe, secure, and productive. SDPP T-shirts and Stickers will further enlighten the community of the existence of this program and its core objectives that will be part of the labels. The allowances will cater for food and accommodation for our field officers. The stationary includes printing of the survey questionnaires, introductory letters, ICDC envelopes, and ICDC profile manual that will be issued to all the schools that will be visited.
